The North American Formal Apparel Association (NAFAA) is leading the fight to fix this. We're calling on lawmakers and officials to reclassify ceremonial formalwear such as wedding gowns, prom dresses, and quinceañera attire under HTS code 9505.90.6000, which properly recognizes these garments as festive, cultural, and ceremonial, not everyday clothing.
